New culture of fiscal responsibility at the BBC!!!

Seen in a column in a national newspaper today:-

"Weeks after new director general Lord Hall promised to rein in external spending and bring about a new culture of fiscal responsibility at the BBC, it announces it is to spend up to 85 million on consultants in such areas as IT and human resources.  As we give it an annual budget of 4.8 billion and it has almost as many staff as the Royal Navy, is it that much to ask the staff already there to sort it out themselves?"
